A
Mission Sustaining Programs: These programs are considered essential
in meeting the organizational objectives of the Military Services.
These programs are supported almost entirely with appropriated
funds (APF) which are appropriated by Congress. The use of nonappropriated
funds (NAF), which are generated by the military community through
the sale of goods and services, is limited to specific instances
where APF are prohibited by law or where the use of NAF is essential
for the operation of a facility program. Some examples are physical
fitness facilities, libraries, and unit level sports.
CATEGORY
B
Community Support Programs: These programs are closely related,
in terms of supporting the military mission, to those grouped
in Category A. They satisfy the basic physiological and psychological
needs of Military Service members and families. These support
programs should receive substantial amounts of APF support,
but differ from those in Category A, in part, because of their
ability to generate NAF revenue. Some examples are automotive
skills development, youth activities, child development programs,
arts and crafts skill development, lodging, and outdoor recreation.
CATEGORY
C
Revenue Generating Programs: Activities in this group have the
business capability of generating enough income to cover most
of their operating expenses. Some examples are golf courses,
clubs (officer's, enlisted, and consolidated), bowling centers,
and boating activities.
